Summary
In Vietnam, Ho Chi Minh City, Hanoi City, and other cities have been urbanized after Doi Moi by population influx as foreign companies have moved into the cities.  The rapid urbanization has caused over-urbanization because the development of urban infrastructure including public transportation could not deal with the situation.

Although the citizens’ life has become certainly rich, the urban problems have been worsening.
Ho Chi Minh City is on the eve of motorization today.  While the city has already been suffering from traffic congestion with motorcycles, improvement of public transportation infrastructure is long delayed.  If motorization starts under the circumstances, major traffic jams would occur frequently in the city and urban function could be paralyzed.

In Vietnam all lands are basically owned by the nation and only use rights are subject to buying and selling. Under normal conditions, active use-right transaction would lead to advancement of urban development in the context of market principles.  However, owing to unique reasons to Vietnam, land and building rights are complicated and land transactions are opaque, causing extreme difficulty of land expropriations compared with those in capitalist countries.  This is why construction of public infrastructure is time consuming and significantly drags down the improvement of urban infrastructure and redevelopment in Vietnam.

This part reports the current situation of urban infrastructure in Ho Chi Minh City and the trends in distribution and housing which have significant influence on the citizens’ lifestyle.
